Technical Project Manager, Test Engineering

Job Duties:

Summary

Responsible for managing project teams in the design, development and testing of hw and sw testing systems. Works with the Test Engineering Manager and the PMO to plan and execute product test development projects, translating requirements into tasks and schedules using knowledge of the industry and delivery methodology.  Facilitates communications between team members and eliminates barriers to getting the work done.  Promotes company policies and engineering practices to the team in their efforts to complete their tasks.  Communicates the status of projects to management on a frequent and consistent basis and as required due to changing circumstances within a project.

 

Major Duties:

1.     Responsible for tracking project progress using earned value management (EVM) techniques

2.     Participates in definition of earning rules

3.     Consolidates weekly engineering reports

4.     Maintains Test Engineering Sharepoint documentation

5.     Interfaces with cross functional managers to coordinate integration of elements of project deliverables

6.     Manages all aspects of projects including project scope, schedule, risk, resources, quality, costs and change control.

7.     Translates project requirements into project objectives and tasks, managing task assignment to project resources and reporting on and managing project scope throughout the development cycle.

8.     Develops detailed project schedules, resource plans and status reports.  

9.     Conducts project meetings, sets and manages “client” expectations.

10.  Interfaces with all areas affected by the project, including end user, services organizations, vendors and implementations partners.

11.  Review project deliverables for accuracy and apprises management of issues effecting project status and offers solution to solve the issues.

12.  Ensure satisfactory transfer of custody and control of product upon completion (handoff) and close all project documentation and archive appropriate records.

13.  Owns the test lifecycle and is responsible for managing technical risks throughout the project.

14.  Manages technical resources within budget and project schedule.

15.  Communicates and enforces technical standards and conformance to configuration management and other engineering policies and procedures.

 

Job Skills:

Essential:

·         Bachelor’s degree or equivalent.

·         7+ years of experience in project management, with proven history of successful high tech embedded system or product project management.  

·         5 years experience working within a test engineering organization

·         Experience with EVM techniques

·         Is capable of rapidly digesting the technical issues surrounding the work at hand enough to be able to assess project technical risk and provide high level input to technical decision making.

·         Is able to work with the technical team developing technical requirements, specifications and test plans.

·         Is able to work with technical personnel to produce reasonable technical task breakdowns.

·         Ability to work independently within a team-oriented environment.

·         Excellent time management and organizational skills with an ability to balance multiple priorities.

·         Excellent English written and verbal communication skills.

·         Ability to self-manage and exhibit grace under pressure.

·         Expert understanding of MS Office Tools (Word, Excel, Project, PowerPoint, Visio)

·         Expert understanding of Project Management Body of Knowledge (PMBOK) Discipline (Integration, Scope, Time, Cost, Quality, Human Resources, Communications, Risk Management, Procurement)

·         Ability to effectively manage time, prioritize work, multi-task across many assignments and delegates.

·         Ability to assess the impact of new requirements on an existing set of complex projects.

·         Expert technical writing skills producing clear and unambiguous deliverables.

·         Demonstrated track record of successfully delivering complex hardware development projects, including project scope, schedule, resources, quality, costs and change.

·         Must have a solid understanding of the PMI / PMBOK Methodology.

·         Have strong communication skills, both written and oral.

·         Able to manage complex projects independently.

·         Established leadership skills in a matrix organization structure.

·         Show team spirit and fellowship.

 

Desireable:

·         Project management in programs involving wireless systems or technology or within the telecommunications industry.

·         PMP, or working towards certification
